Thank you for contacting me regarding the prevention of horse slaughter. I appreciate hearing from you.
I am ardently opposed to the slaughter of America's wild and majestic horses. For this reason, I am also a cosponsor of H.R. 503, the American Horse Slaughter Prevention Act. H.R. 503 amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption.
I also supported an amendment to the Department of Interior Appropriations bill that prohibits any of the funds in the bill from being used for the sale or slaughter of wild free-roaming horses and burros (as defined in Public Law 92-195). I was pleased that the House of Representatives passed this important amendment unanimously.
Additionally, you will be pleased to know that I am also co-sponsor of H.R. 297 which seeks to permanently over turn a rider added to the Consolidated Appropriations Act of 2004 that eliminates protection for over 36,000 wild horses. I did not vote for Appropriations bill because of provisions just like this that were added at the last minute, and buried deep within a 1000+ page bill.
H.R. 297 was introduced by Congressman Rahall who is Ranking Member on the House Resources Committee, which is the committee that has jurisdiction over this issue. This bill would restore a 33 year old ban on the commercial sale and slaughter of American's wild free roaming horses and burros. As a Member of the House Resources Committee, please know that I will be following this issue closely as H.R. 297 makes its way through the Committee process.
